Neighbourhood Priorities

Calderdale Valley NPT Inspector: Insp 6309 Collins

Upper Valley

Ward Area: Hebden Bridge, Sowerby Bridge, Todmorden, Mytholmroyd and Ryburn.

Upper Valley local Priority update: Set 11/03/2024   

  • General focus on Road Safety, paying particular attention to Halifax Road in Ryburn, Rochdale Road in Todmorden and Albert Road in Sowerby Bridge. We will do this through targeted Road Safety work deployments, working with partners to inform & educate communities and enforce road safety legislation. This will include SID and Pro-Laser deployments, and proactive work to identify and prosecute unsafe use of the road network. 
  • Crime prevention and target hardening, focusing on burglary and vehicle offences in the Luddendenfoot Area. 
    We will do this as part of the Easy Street Campaign, through engagement activities in communities, at contact points, and by using crime data to identify areas which may be most at risk from acquisitive crime and conducting proactive patrols in those areas. 
  • General focus on anti-social behaviour, focusing on the Calder Ward and Hebden Bridge area. We will do this through a partnership approach to increase awareness of anti-social behaviour reporting methods, identify repeat victims and perpetrators of anti-social behaviour, and educate young people of the impact of ASB. We will adopt a problem-solving approach to locations/victims and perpetrators of ASB to prevent escalation and repeat incidents.

Update: March 2024

  • NPT Officers have been spontaneously deploying across the Upper Valley conducting speed checks. Targeted checks and high visibility deployments have been conducted resulting in positive action being taken with drivers. Numerous vehicles have been seized with positive action being taken.

    On 16/2/24 between 16:00 and 23:00 hours, pro-laser speed checks were conducted in the 20pmh & 30mph zones of Midgley Road, Cragg Road, Luddenden Lane & Burnley Road, Mytholmroyd.
    1 x Exceeding the Speed Limit of 20mph. (Reported for summons)
    2 x Exceeding the Speed Limit of 30mph. (Ticket issued)
    1 x OPL Drugs. Drive whilst over the prescribed limit of drugs. 
    1 x Parking within the confines of a Zig-Zag Crossing.

    On 3/2/24 officers attended at Wakefield Road, Sowerby Bridge at approximately 19:00 hours. Approximately 50 vehicles were checked with the pro-laser and all travelling within limit.

    On 26/1/24 between 15:00 and 00:00 hours patrols were carried out. 
    1 x Driver stopped on the A646 Burnley Road at Friendly due to having a revoked licence. He also failed a roadside breath test and was arrested for drink driving.
    1 x Driver caught over the speed limit on Pye Nest Road, Sowerby Bridge, 47mph in a 30mph. Upon attempting to pull him over he failed to stop and a short pursuit occurred into Sowerby Bridge which resulted in the driver crashing into a temp road sign which disabled his vehicle. The male provided a positive road-side drugs wipe for cannabis and was arrested for OPL, fail to stop and dangerous driving.

    On 24/1/24 Operation Hawmill was conducted in Todmorden area, between 15.00 and 22.00 hours. Roads covered included Halifax Road, Rochdale Road, Burnley Road, and Ashenhurst Estate.
    1 x Vehicle seized, no insurance.
    1 x Person reported for driving on a provisional licence without supervision.
    2 x Drivers reported for no tax.
    1 x Driver advised re lights.
    1 x Driver advised due to speed.

    On 23/1/24 between 13:30 to 14:00 hours officers conducted speed checks Burnley Road Todmorden. Approximately 30 vehicles were checked. Highest recording 35mph.

    On 22/01/24 from approximately 17:00 to 19:00 hours, speed checks were conducted on Rochdale Road, Todmorden. Approximately 150 vehicles were checked.
    2 x vehicles were in excess of the speed limit (40mph) and the remaining were all within the limit.

  • Officers have been giving target hardening advice when seeing potential victims of crime. Information stands have been put up across various areas. PCSO Helliwell has conducted 2 contact points in January and February at Hebden Bridge Townhall, crime prevention advice has been provided.

    PCSO’s have been conducting revisits to all Theft of Motor Vehicle and Burglary offences, issuing crime prevention advice.

    We have increased patrols in hotspot areas, and plain clothed operations have been carried out in burglary hotspot areas.

  • We continue to deploy to hotspot areas as a high priority. Working alongside partner agencies in Calderdale we continue to identify those associated with any criminality.

    Patrols have continued and officers have been proactively deployed to take action against those who are identified.

    Luddendenfoot Ward
    Patrols have been conducted in the usual hotspot areas, Mytholmroyd centre, Kershaw Estate and Station Road Park. There has only been two ASB related calls for the Luddendenfoot area since the start of January.

    Sowerby Bridge Ward
    Patrols have continued around the centre, former market area and Lidl.
    1 x Youth referred to ASB Unit regarding involvement in relation to damage at a local primary school.

    Ryburn Ward
    5 x Youths referred to ASB Unit regarding issues reported at Ryburn Valley High School.

    Todmorden Ward
    Patrols around centre, bus station, market area and Centre Vale Park. 
    No current ASB trends.
     

Lower Valley

Ward Area: Brighouse, Hipperholme and Lightcliffe, Northowram, Greetland and Stainland, Elland and Rastrick.

Lower Valley Priority update: Set 23/01/2024

  • General focus on Road Safety, paying particular attention to Bradford Road and the surrounding area (Brighouse) and Carr House Road and the surrounding area (Shelf). We will do this through targeted Road Safety work deployments, working with partners to inform & educate communities and enforce road safety legislation. This will include SID and Pro-Laser deployments, and proactive work to identify and prosecute unsafe use of the road network. 
  • Crime prevention and target hardening, focusing on Rastrick and Brighouse (Burglary offences). We will do this as part of the Calderdale Darker Nights operation, through engagement activities in communities, at contact points, and by using crime data to identify areas which may be most at risk from acquisitive crime and conducting proactive patrols in those areas.
  • To reduce fly-tipping throughout the Lower Valley. Calderdale Council are the lead agency for fly tipping reports and Officers will continue to monitor any reports of fly-tipping. 

Update: February 2024

  • NPT Officers have been spontaneously deploying across the Lower Valley conducting speed checks. Targeted checks and high visibility deployments have been conducted resulting in positive action being taken with drivers. Numerous vehicles have been seized with positive action being taken.

    Brighouse
    The Neighbourhood Policing Team held a Day of Action on 21/11/2023.

    The aim was to target vehicle theft, keyless vehicle thefts, theft from and burglaries. 
    The operation was conducted between 19:00 and 02:10 hours. 
    Officers patrolled around Hartshead Moor several times and ran numerous vehicles through PNC. They stopped a vehicle which was showing as no insurance, but had a trader’s policy. 
    Several people were stopped as part of the operation.

    Bradford road junction of Mayfield road.
    25 cars checked. 
    Top speed caught 31Mph.

    Bradford road Junction of Russell way.
    32 cars checked. 
    Top speed caught 33Mph.

    Bradford road junction of Beechwood park.
    34 cars checked. 
    Top speed caught 29Mph.

    The fatal 4 enforcement was deployed on Bradford Road, Brighouse between 12:10 and 14:10 hours. Throughout that time around 84 vehicles were checked. 
    One vehicle was stopped for doing 34mph in the 30mph zone and words of advice issued. 
    Also stopped 3 vehicles for no insurance and had to do further checks on all vehicles (all were found to be in order).

    On Friday 15/12/23 officers conducted a traffic operation in Brighouse town centre. 
    The sole focus was on the use of mobile phones whilst driving motor vehicles on public roads. 
    Officers utilised plain clothes to evidence drivers committing these offences. 
    In total, in just 6 hours, 32 drivers were reported for using mobile phones whilst driving their motor vehicles. Each will receive points and a fine.

    On 30/12/2023 between 08:30 and 10:00 hours NPT Officers and 8 traffic officers were stationed on Russell Way, Brighouse as part of operation Limit targeting drink driving. 
    Drivers were invited to take a voluntary breath test to check alcohol levels. 
    67 vehicles were stopped and checked by officers including breathalysed. 
    1 person was dealt with for drugs offences and that matter will be dealt with in court.

    Shelf
    On 22/11/2023 Operation Hawmill was deployed in Shelf & Northowram. 
    1 Arrest for driving OPL through drink - vehicle had crashed and then made off. Driver stopped and detained and provided a roadside test of 97. Evidential custody test was 80. 
    1 Ticket for speeding offence for driving 35mph in a 20mph. 
    1 Ticket for no seat belt and 1 for expired DL (Drivers Licence).
    1 Ticket for driving in accordance to DL.
    3 Tickets for speeding in a 40mph zone. Speeds captured were 59mph, 51mph and 50mph. 
    1 Words of Advice for driving through Red light.  

    Between 16:45 & 17:30 hours, the pro-laser was deployed on Carr House Road in Shelf.
    32 cars were checked and the highest speed was 31mph in a 30mph zone.

    On 16/12/23 speed checks were carried out on Carr House Road in Shelf.
    29 cars checked. 
    1 driver spoke to for 37mph.
    Officers then deployed to Brow Lane in Shelf where a further 8 cars were checked and all were below the speed limit.

  • On 17/11/2023 Officers attended at Brighouse Bus Station as part of Op Septer and engaged with members of the public who were heading to work and pupils on their way to school. They handed out literature relating to knife crime, staying safe and darker nights advice (Easy Street burglary campaign).

    We also held a bike marking event at Rastrick Fire Station with the Crime Prevention Team. 
    The event was advertised on social media and Community Alert over the last 2 weeks. 
    2 members of the public attended and 4 more contacted Crime Prevention who visit them at their home address. A further bike event will be organised for Rastrick Community Centre on a weekend.

    On 18/01/2024 officers attended to a report of a burglary in Rastrick, attended over the border where a suspect arrested and 30+ stolen bicycles recovered as well as thousands of pounds worth of tools.

    A leaflet drop was also completed around the Spring Edge area in Elland following two garage thefts.
