PACT meeting held at Ackworth parish rooms – 29/07/2010

Welcome and introductions by PS375 Yeoman, PC 6728 Durant and PCSO 992 Harris

Crime statistics from 25/06/2010 – 25/07/2010 were compared to the equivalent timescale in 2009, and most crime types have shown a marked improvement.
Call stats were discussed for the specific PACT priorities.

Councillor Jean Martin has been in touch with Network Rail re securing a disused railway tunnel at Upton, and regarding who owns the land. This work is ongoing.

The issue of speeding at Badsworth and Sheepwalk Lane were discussed and an update given. Local NPT officers are now trained in the use of pro laser speed recording equipment, and are conducting regular speed checks in the area. 1 fixed penalty ticket was issued in Badsworth.

Off road bikes at Upton were discussed and an update given, 1 S59 warning has been given, and the off road bike team will be paying some attention.

Matters arising
Enquiries are to be made with Co-op and Marks and Spencer re HGV's driving through the village, whilst over the weight limit.

Members of the meeting were informed about the work being carried out by officers in conjunction with the Youth Association as part of Operation Streetsafe.

All of the priorities for Ward 1 are to remain the same.

Officers have been on patrol with members of the Youth Services Team, speaking with young people in the South East Area.
With the summer holidays coming up, we are keen to try and give people who are in between the ages of 13 and 19, the opportunity to take part in planned activities.
Officers have already spoke to around 150 young people who are interested in learning to street dance, or play football, and will be arranging a venue and time in the coming weeks.

In The Dock.



Daniel Allen, aged 24, of Hemsworth, has been sent to prison for 42 months.

Allen appeared for sentence at Leeds Crown Court on 20th July 2010 having been convicted at an earlier hearing in June of possessing a class A drug, cocaine, with intent to supply.

Officer in the case was DC Victoria Mann and the Crown Prosecution Service Crown Prosecutor was Mr John Bull

NPT encourages budding football stars

Photo opportunity: Media are invited to attend the event on Tuesday 20th July 2010 at Hemsworth Arts and Community College, Station Road, Hemsworth. The final matches are being played at approximately 1.30pm with presentations to winners following at 2pm.

Local youngsters in Wakefield District are being encouraged to show off their football skills during a mini World Cup tournament.
The competition has been organised by PC Rachel Hall of Pontefract and Knottingley Neighbourhood Policing Team (NPT) and PC Amanda Blunt of Wakefield South East NPT as part of the West Yorkshire Police i10 Project which involves NPTs working together with local youngsters to improve local communities.

i10 is supported by the High Sheriff of West Yorkshire, Mr Richard Clough and actively encourages youth engagement opportunities across the force area.
“The aim of the competition is community cohesion, tackling racism and promoting football as a diversionary activity,” said Youth and Schools Officer PC Amanda Blunt.

“There will be ten teams involved from ten primary schools from across the Wakefield District. Each school will be bringing a 5-a-side team and 2 subs to participate on the day and will be playing as an international world cup team. We’ve also got ten work experience/post aged 16 students from Hemsworth and Minsthorpe Colleges who will be helping organise and run the event.”

“Sam Collins, the Captain of Hartlepool United and also a member of Wakefield District Police Senior Management Team will be presenting the winning teams with awards at the end of the event. We’ve also had support from Tesco’s,
Pro-Star, Delta Force Paint Ball and Cineworld who have kindly donated refreshments, prizes and goodies for each of the young people taking part.”

Tuesday 29th June 2010

A man in his 40's has been arrested in Ackworth and has been charged with production of cannabis, infringement of copyright of DVD's and proceeds of crime act offences relating to the above. The success of the arrest is down to the public who have supported us and provided information about people they suspected of drug dealing. We are sending a clear message that we will not tolerate this type of behaviour and we have supported the public by acting on information given by them.

Call stats and issues regarding which number to call to get through to West Yorkshire Police were discussed.

Matters arising
Off road bikes on Sheepwalk Lane, Upton is still an issue with a number of calls being made by residents to the Wakefield council off road team rather than the Police. The correct number has been given out and this will hopefully give the Police a better idea of the scale of the problem. Members of the meeting have been reminded that the Police rely on good community intelligence to try and bring the offenders to justice.

The issue of nuisance youths going down to the disused railway tunnel off of Sheepwalk Lane was discussed, and the possibility that people are chopping down trees for fire wood. Agreed action for patrols to pay this area some attention and positive action to be taken.

Speeding at Sheepwalk Lane was discussed, with speeds of around 50mph suggested coming off of the new bypass onto Sheepwalk Lane before the sharp left hand bend. Agreed action is to make contact with highways to ask about appropriate signage showing the correct speed on the junction. This in conjunction with police speed enforcement should show a reduction in the number of road users who choose to speed through the area. Councillor jean Martin is already in talks with Highways regarding signage so will make enquiries about this aswell.

Rubbish and littering in the general area of Upton were discussed and Jean Martin from the council has passed some contact numbers for clean up teams.

All of the priorities for Ward 1 are to remain the same. The PACT priority wording has been discussed and it has been agreed to include Smeaton Road onto the priority for Upton.

GRASSLAND SWOOPS ON SUSPECTED DEALERS

Suspected drug dealers in Hemsworth, South Kirkby, Upton and Kinsley were targeted in a major operation.
The latest phase of Operation Grassland was launched by Wakefield District Police Division following information from the local community about suspected drug dealing.
Addresses in South Elmsall, South Kirkby, Hemsworth, Royston and Kinsley were targeted with 61 people arrested and charged with 270 crimes including Class A drug dealing, handling stolen goods and money laundering offences.
Items seized as part of house searches include air weapons, drugs with an estimated street value of £25,000, £15,000 cash and properties and cars valued at around £600,000 have been restrained.

Wakefield South East Neighbourhood Policing Team officers led the operation supported by officers from the Force's Crime and Operations Support Divisions. Local Neighbourhood officers were on patrol in the areas targeted to provide reassurance to residents and take any further information about drug-related or criminal behaviour that residents may wish to report.
Inspector Jackie Turton, of South East Neighbourhood Policing Team, said: "The success of this operation is down to the public who have supported us and provided information about people they suspected of drug dealing. They are sending a clear message that they will not tolerate this type of behaviour and we have supported them by acting on that information."

• This is the latest phase of Wakefield District Division's Operation Grassland which was launched in 2008 focusing suspected drug dealing in the Wakefield area. It resulted in a large number of arrests and subsequent jail sentences for many of those involved.

Police Appeal

Police are appealing for information following an incident in Ackworth last Thursday (June 10).

A man was riding his racing bike down the A638 Doncaster Road, Ackworth, Pontefract.

Approximately 100yards before the Beverley Arms public house roundabout, a green or turquoise Vauxhall Corsa allegedly slowed down next to the rider and the front passenger of the vehicle pushed him off his bike causing an injury which required hospital treatment and damage to his bike.

IN THE DOCK

Twenty-seven-year-old Craig Anthony Shepard has been sent to prison for 18 months for conspiracy to pervert the course of justice.

He was sentenced at Leeds Crown Court on May 25 after pleading guilty at an earlier hearing to conspiring with a second person to report a vehicle stolen which had been involved in a road traffic collision on Barnsley Road, South Elmsall, on July 31 last year.

Officer in the case was PC Sian Simmons and the Crown Prosecution Service Crown Prosecutor was Miss Helen Cousin.

A second youth was given a suspended sentence.

Minutes of Last P.A.C.T Meeting, 27/05/10 – Parish Rooms - Ackworth

Crime figures and calls centering around ASB hotspots discussed

Matters arising.
A horse Box which is parked on Wakefield Road, Ackworth was discussed as possibly causing an obstruction. Officers will pay some passing attention in the area with a view to advising the owner regarding parking.


Overweight HGVs passing through Ackworth were discussed. The issue is still being dealt with by Roads Policing and where possible tickets are being issued and advice given out to those caught exceeding the weight limit.


Youths are using Carr bridge field at Ackworth, and are causing a nuisance. Passing patrols will pay attention to this area.
No other issues raised.


All of the priorities for Ward 1 are to remain the same with the exception of the amendment to the priority at Minsthorpe. The priority now stretches down to the fields to the rear of Minsthorpe Vale.

FUN DAY

Joys Hall, Mill Lane, South Kirkby on Saturday 19th June 2010. The 'FUN' starts at 11am and continues until 5pm. Come along and meet your local PCSO's Ken Short and Lee Dickinson who will be happy to see you and answer any questions and give advise regarding local matters. There will be lots to do for all the family and plenty to eat and drink. An enjoyable day out for everyone.

All NPT officers were engaged on Polling Station duties throughout the day on Thursday 6th May 2010.
There were no incidents reported at any of the Polling stations.

06/05/2010 A TIMELY REMINDER PLEASE!

A local man was issued a fixed penalty ticket for using his mobile phone whilst driving.

This is not only costly to the motorist but it is dangerous. Please use a hands free kit (cheaper than a fixed penalty ticket) or pull safely to the side of the road to make or take calls on your mobile

Police are appealing for information regarding an incident on Doncaster Road, South Elmsall at 5.30pm on Sunday 2nd May 2010. 3 young teenagers were seen with what appeared to be an air rifle and were shooting at wildlife. One of the teenagers was described as male, aged between 13 to 15 years old, was tanned or of mixed race and was wearing a green and brown combat jacket.

Minutes of Last P.A.C.T Meeting, 26/04/10 Upton Village Hall
Welcome and Introductions by PS375 Yeoman and PC 6728 Durant
Crime figures discussed and Anti social behaviour on the decrease.
Introductions made by Mr Alan Bagnall – Fire Officer based at South Elmsall. Discussed that Upton is an area of low activity for fires, and no issues to report.

Matters arising
Cllr Molloy raised the issue of youths using Bell Lane car park at Ackworth. An agreement was made by Police, to engage the youths and advise them accordingly.
Feedback was given at the meeting regarding Heavy Goods Vehicles contravening the weight limit at Ackworth. 22 enforcement tickets were issued, and a number of drivers were given advice. According to Cllr Molloy the issue is being dealt with by the Police, and there has been a marked reduction in the amount of HGV's using the roads.
Off road bikers were discussed as being a problem in Upton. In particular on Sheepwalk Lane. (Please see below regarding the changes to Upton's priority)
No other issues raised.


Ward 1 – Upton local priority to change from Anti social behaviour on Barnsdale Way, nearby waste land and ginnel mainly Friday, Saturday and Sunday nights between 6pm to 11pm, to ASB from motorcyclists using Sheepwalk Lane to access farmers fields between 9am to 9pm daily - mainly weekends and during school holidays.
Other priorities unchanged
Ackworth
Anti social and drunken behaviour on Wakefield Road, Ackworth between Bracken Hill and Bell Lane, Friday and Saturday evenings between 10pm and 2am.
Badsworth/Minsthorpe/Thorpe Audlin
Target nuisance motorbikes around the area of Minsthorpe Lane, Ash Grove and playing fields to the rear of Minsthorpe swimming baths between 5pm 9pm midweek and throughout the day on weekends.

Policing Pledge

Ackworth Neighbourhood Policing Team Will:
  1. Always treat you fairly, with dignity and respect, ensuring that you have fair access to our services at a time that is reasonable and suitable for you. 
  2. Provide you with information about your dedicated Neighbourhood Policing Team. 
  3. Ensure we and other police patrols are visible and on your patch at times when they will be most effective and when you tell us you most need them. We will ensure that your team are not taken away from neighbourhood business more than is absolutely necessary. We will spend at least 80% of our time visibly working in your neighbourhood, tackling your priorities. Staff turnover will be minimised. 
  4. Respond to every message directed to us within 24 hours and where necessary, provide a more detailed response as soon as we can. 
  5. Deploy officers to emergencies immediately, getting to you safely and as quickly as possible. We will aim to get to you within 15 minutes. 
  6. Ensure that, if attendance is needed, the most appropriate resource is sent, and:
    • If you are vulnerable or upset aim to be with you within 60 minutes.
    • If you are calling about a neighbourhood priority and attendance is required, we will aim to be with you within 60 minutes.
    • Alternatively, if appropriate, we will make an appointment to see you at a time that fits in with your life and within 48 hours.
    • If agreed that attendance is not necessary we will give you advice, answer your questions and/or put you in touch with someone who can help.
  7. Arrange public meetings to agree your priorities, at least once a month, giving you a chance to meet your local team with other members of your community.
  8. Provide monthly updates on progress and on local crime and policing issues.
  9. If you have been a victim of crime agree with you how often you would like to be kept informed of progress in your case and for how long. You have the right to be kept informed at least every month if you wish for as long as is reasonable.
  10. Acknowledge any dissatisfaction with the service you have received within 24 hours of reporting it to us. To help us fully resolve the matter, discuss with you how it will be handled, give you an opportunity to talk in person to someone about your concerns and agree with you what will be done about them and how quickly.
