Companies Misusing West Yorkshire Police Logos
It has been brought to our attention that there are some companies who have either been misusing the Force Crest, or have been implying via the content of literature that they, or their products, are ‘recommended or supported’ by West Yorkshire Police.

The logos they have used are the ‘Secured by Design’ logo, ‘Neighbourhood Watch’ logo and the ‘Crimestoppers’ logo. We would advise you that West Yorkshire Police would not recommend or support organisations in this way.

We would ask that if you receive any literature through your doors, or are directly approached on the doorstep, by someone purporting to be from a company supported by West Yorkshire Police Crime Reduction officers, that you contact us immediately. You should keep hold of the leaflet and make a note of the time and date that it was delivered, or when you were approached in person on your doorstep.

We are interested in any companies who may be making misleading statements on their literature, for example ‘burglary is on the increase’ or anything that could be perceived to be raising the fear of crime to sell their product.

Horton Park Robbery – Appeal for Witnesses
Police in Bradford are appealing for witnesses following a robbery which took place on Sunday 15th August 2010 at Horton Park off Cecil Avenue.

At around 2:40pm, officers received reports from the Ambulance Service of an assault on a 23 year old man who had been approached by a group of around six men. The assailants told the man to empty his pockets and hit him over the head before taking an amount of cash and a mobile phone. He was later taken to Bradford Royal Infirmary for treatment.

The suspects are all described as Asian and in their early twenties. The man who struck the victim is described as being around 5'10" tall of stocky build and with short black hair. He was also wearing dark clothing. Another man in the group was also described as being around 5'10", but of skinny build with spiky hair. He was wearing a white tracksuit.

Special Constable Focus In on Illegal Cabbies
Special Constables in Bradford have been helping in drive against rogue taxis. Working alongside Bradford Council Enforcement Officers, 68 private hire vehicles were stopped in an operation which took place on Saturday 14 August 2010.

Of those stopped five were suspended immediately and three were issued with advisory notices.

Special’s Acting Senior Section Officer, Gerry Slade, said “it is vital that members of the public are not put at risk and in this particular operation we focused on the Westgate, Kirkgate, Manningham Lane and Rawson Square areas of Bradford. Although the results are obviously a cause for some concern, the Police working with our partners will continue to ensure drivers are properly licensed and their vehicles are roadworthy.

It is illegal for private hire vehicles to pick up fares that are not pre-booked and it should be remembered by anyone who does get into a vehicle that if it is not pre-booked then it is not insured.

This operation also looked at how roadworthy the vehicles were as we not only want the customer to get in a bona fide vehicle that is insured, but one which is also safe to be on the road. Bradford Council has been working closely with the Police to carry out these operations and we are happy to support them in ensuring that the drivers are licensed, the vehicles are safe and that they operate within the law.

We would also like to remind people to be alert to the risks of using illegal ‘taxis’ when out and about and only to use legitimate cars from established ranks or booked in advance from reputable firms.

Further to the work around taxis, the Special Constables also issued tickets to other motorists on the road. Three fixed penalty notices were given out for having no seat belt, two for using a mobile at the wheel and one for displaying illegal number plates.”

Anti-Social Behaviour Roadshow Held in Centenary Square
Anti-Social behaviour is always at the top of the list when it comes to issues the public are most concerned about. Such behaviour can have a detrimental effect on local communities and any such actions will not be tolerated.

On Thursday 29th July 2010, between 10.00am and 2.00pm, officers from City Neighbourhood Policing teams held an Anti-Social Behaviour Roadshow in Centenary Square aimed at advising youngsters, on their school holidays, of the dangers of engaging in such activities. The intention was also to raise the profile of the Police and the work they do, particularly in relation to ways of combating this type of behaviour.

In attendance on the day was the Amplitude van where people could seek advice from officers, the Divisional Response van, a firearms display and the Traffic and Dog sections. The Dog section brought along one of their new four legged recruits who proved to be very popular with those in attendance.

The Roadshow was a success and was well received by the public.


Officers Aided by Force Helicopter Uncover Cannabis Farm
A large Cannabis factory has been uncovered and closed down by Officers from the Air Support Unit, Bradford District Drugs team, the Police Dog Section and Bradford South Police. Following a call at 5.24am on Tuesday 3rd August 2010 they attended to a report of a burglary and a suspicious male seen at numbers 4 and 6 Grove Terrace. Four males were seen to jump out of a window from number 4 and try to make their escape.

The helicopter was called out to assist in the search. All four were then pursued by Officers on foot and all four were subsequently arrested. The helicopter then flew over the address the men had left and used a special thermal imaging camera to identify the potential presence of cannabis plants.

By using the specialist equipment on board the helicopter the Air Support Unit were able to scan the house and identify a suspicious amount of heat emitting from it. On entering the property Officers found the Cannabis factory with an estimated value of half a million pounds. The four males, aged 30, 14, 17 and 37 were Vietnamese nationals in the country illegally and were arrested on Suspicion of the Production of Cannabis. They were also served with IMM3 deportation forms and detained for a remand application at Bradford Magistrates Court on the 4th August.

Sergeant Matt Walker of the City Ward Neighbourhood Policing Team said “We are having some real success in disrupting the drugs markets in Bradford but we need the public’s help to sustain our activity.

Residential properties, both private and rented, are increasingly being used by individuals looking to make money from growing and selling cannabis. We would therefore ask people to keep an eye out for anything suspicious going on in their local neighbourhood. Things that people should be looking out for are brightly lit houses and an unusual pungent smell in the immediate vicinity of the property. Occupiers are likely to be coming and going with electrical equipment, bags of compost and fertiliser. Whilst the latter would not be an unusual sight if they were being taken to a shed, garage or garden, questions should be asked if they are going through the front door.

Equally we would ask landlords to be vigilant. Dealers often rent to distance themselves from the property. They may also be reluctant to register utility bills in their own name and often run up high gas and electricity bills.

We will act on information that is passed to us and where we suspect the illegal cultivation and supply of cannabis is taking place, we will take positive action to disrupt it. Thousands Attend Trafalgar House Open Day

Between 11.00am and 3.00pm on Sunday 1st August 2010 Trafalgar House was open to the public. Well over 2,500 people signed in to see the attractions on offer, but this total did not include the children and other members of families who also attended which probably increased the number attending to over 4,000.

All departments were represented and officers were on hand to explain their roles within the service, together with partner agencies with whom Bradford South collaborate on a regular basis.                                                                            

One of the most popular attractions included tours of the station with children being particularly excited about being able to go into the cells. The children had their fingerprints taken and some fun ‘wanted’ posters were created for each person on the tour.

Regular demonstrations were carried out by the ‘Riot Squad’, which included the Mayor at one point. However, the squad was later infiltrated by a Duck and a Dog! Sharp eyed onlookers will also have spotted Mr. Bean in the large crowd – shades of finding ‘Wally’.

Sports Car Taken from West Yorkshire Criminals on Display in Centenary Square
On Wednesday 21st July the Why Should They campaign came to Centenary Square in Bradford. The campaign aims to raise awareness of how officers can use the Proceeds of Crime Act (POCA) to seize cash, recover cars, houses and other assets from criminals and turn them into money for local communities.

A high value sports car recovered by West Yorkshire Police as part of a criminal operation was on display, the silver Porsche 911 Carrera Coupe worth £95,000 when new, has been forfeited by an Organised Crime Group from West Yorkshire after a Judge at Bradford Crown Court deemed it have been bought using the proceeds of crime.

Officers from the City Ward Neighbourhood Policing Team were with the car to raise awareness of the campaign. They spoke with members of the public and handed out leaflets and merchandise.

Acting Inspector Sean Duggan of the City Ward Neighbourhood Policing Team said “The recovered Porsche that was in Centenary Square simply underlines our continuing drive to target those people who are using crime to fund their lifestyle. They do not care about the misery they bring to people who suffer from crime, as their only thoughts are about how they can benefit.

Crimes like burglary or theft can often have ties to drugs and have a big impact on communities, affecting the quality of life for people living within our neighbourhoods. Working with the public, we can identify individuals and use legislation to seize their assets if we suspect they have not been obtained lawfully.

Between April 2009 and March 2010, Police in the Bradford South Division have confiscated around £320,000 from convicted criminals under the Proceeds of Crime Act. I would therefore call on residents in Bradford to come forward and continue to help the police to put a stop to those who are benefiting from their ill gotten gains."

City Centre Patrols Increase to Tackle Issues of Anti-Social Behaviour
Officers from the City Ward Neighbourhood Policing Team are currently working in the area of Centenary Square and Almondbury in the city centre to tackle issues of anti-social behaviour, youths drinking and drugs use.

High visibility patrols have increased in the area and officers will take positive action against key offenders. Work is already underway to obtain Anti-social Behaviour Orders against a number of people identified as causing problems.

Some choose to join the special constabulary as a 'taster' to then make an informed decision about joining the police. You could call it 'try before you buy'.

There is a Police Contact Point in the Kirkgate Centre (up the escaltor opposite McDonalds), within Bradford City Centre. The Contact Point is part of the City Centre Beat Office, and this is situated on the first floor.

Monthly Message from your NPT 1 Inspector - Inspector Sean Duggan

Autust 2010

After just a couple of weeks in role, I'm really grateful for the warm way in which I have been received by partners and communities alike.

I am extremely impressed by the way that Bradford people are helping the Police to deal with long term problems in their areas. I recently attended a PACT meeting at the Khidmat centre where the passion of the people and willingness to assist the Police was a huge inspiration to me. Together we will make good things happen.

We have excellent working groups at the University and College who take on huge amounts of work to benefit the community and ensure safety of students. City Centre Beat work tirelessly as the voice of retailers in Bradford City centre and we are blessed with some hard working councillors who are willing to get involved in bringing communities, of which the police form part, together.

You may have noticed us engaging with people in the City Centre through our Roadshows and the Police open day. These events were a huge success due to the hard work of the people involved and the support of the people who attended. No event could ever be successful without your support.

To this end I have arranged to take some regular attendees of our PACT meetings on a policing operation which they will, to a certain extent, direct alongside me. After all we are your Police service - why shouldn't you be allowed to steer the ship in your own communities. If successful, I intend to bring this event to each neighbourhood to resolve the issues you raise at the meetings.

On a final note, August is set to be a very challenging month for us all in Bradford. We must never forget that the friendships we make, the passion we share for making a difference and the hard yards we have strived for in the last few years are what makes our City great. This strength will carry us through into the Autumn and show the rest of the country that Bradford will stand proud of our multicultural heritage.

Our Local Commitment to You

Bradford City Centre Neighbourhood Policing Team Will:
  1. Always treat you fairly, with dignity and respect, ensuring that you have fair access to our services at a time that is reasonable and suitable for you. 
  2. Provide you with information about your dedicated Neighbourhood Policing Team. 
  3. Ensure we and other police patrols are visible and on your patch at times when they will be most effective and when you tell us you most need them. We will ensure that your team are not taken away from neighbourhood business more than is absolutely necessary. We will spend at least 80% of our time visibly working in your neighbourhood, tackling your priorities. Staff turnover will be minimised. 
  4. Respond to every message directed to us within 24 hours and where necessary, provide a more detailed response as soon as we can. 
  5. Deploy officers to emergencies immediately, getting to you safely and as quickly as possible. We will aim to get to you within 15 minutes. 
  6. Ensure that, if attendance is needed, the most appropriate resource is sent, and:
    • If you are vulnerable or upset aim to be with you within 60 minutes.
    • If you are calling about a neighbourhood priority and attendance is required, we will aim to be with you within 60 minutes.
    • Alternatively, if appropriate, we will make an appointment to see you at a time that fits in with your life and within 48 hours.
    • If agreed that attendance is not necessary we will give you advice, answer your questions and/or put you in touch with someone who can help.
  7. Arrange public meetings to agree your priorities, at least once a month, giving you a chance to meet your local team with other members of your community. 
  8. Provide monthly updates on progress and on local crime and policing issues.
  9. If you have been a victim of crime agree with you how often you would like to be kept informed of progress in your case and for how long. You have the right to be kept informed at least every month if you wish for as long as is reasonable.
  10. Acknowledge any dissatisfaction with the service you have received within 24 hours of reporting it to us. To help us fully resolve the matter, discuss with you how it will be handled, give you an opportunity to talk in person to someone about your concerns and agree with you what will be done about them and how quickly.
