Following a spate of Bicycle thefts in Otley, 3 persons have now been arrested and remain on bail for further enquiries.

UPDATED - Week Commencing 26/07/10

Burglary:

There have been 2 burglaries in the area over the past week. These took place during the night. The first on Meagill Rise where the side door was forced and the second on St Davids Road where the bathroom window was forced. There has also been 2 business premises broken into on Ellar Ghyll and Gay Lane.

Vehicle Crime: none reported

Anything else of note :

A Robbery was reported in Otley where 2 youths have been arrested and charged. We have had x2 reported damages to motor vehicles this week and a theft of pedal cycle from an address over the river.

ASB / PACT Priorities:

We attended calls on Manor Street , Wrenbeck Drive and Riverside Park over the weekend to reports of anti-social behaviour involving youths drinking. Names were taken and the alcohol was disposed of. A fight was reported at the Rose and Crown but this had dispersed prior to Police arrival, youths were reported to be throwing unknown items at people in Otley Bus station but they had left on buses again prior to Police arrival. We had a call regards children playing in a disused building in Otley and youths drinking in Farnley Park, again the youths had left prior to Police arrival.

Last 7 Days Crime

Burglary: A burglary occurred at a shop on new market street,otley. The suspects forced open a wooden door. Once inside the shop a large amount of computer equipment was stolen.
A burglary has occurred on Wrenbeck drive,Otley. The suspects gained entry to the property by kicking lower panel of upvc door.
A burglary occurred on The Cresent,Otley. Suspects have gained entry through an insecure rear door.
A burglary has occurred on Harecroft Road,Otley. The suspects gained entry through an insecure window.


Vehicle Crime: There was a theft from a car on Wrenbeck Drive,Otley. The vehicle was left insecure.

Anything else of note:

There has been a large amount of pedal cycles stolen from the Otley Area. The suspects have been targeting garages and sheds which appear to be lacking in security.
Please ensure that garages and sheds are secure even when you are out

Last 7 Days Crime

Burglary: There have been 4 burglaries to residential properties reported this week.
One on The Oval where the offenders gained entry through an insecure window and removed items of property.
One on Ghyll Beck Drive where a door was forced and entry gained. Various items of electrical equipment were taken.
One on Kirkgate where offenders were intending to climb in through an open window but were disturbed by the occupant. Nothing stolen.
One on Side Copse, again where offenders attempted to gain entry through an open window but were disturbed by the occupant. Nothing stolen.
In addition to these there have been 4 burglaries to sheds, garages or outbuildings reported this week.
One on St Richards Road where a mountain bike was stolen.
Two at Bradford Road where some electrical tools were stolen.
One at West Busk Lane where two mountain bikes were stolen.
On a positive note, four people have been arrested in connection with some of these offences and are currently being investigated.


Vehicle Crime: There has been one theft from motor vehicle reported this week from St David’s Road, where a CD player was removed from a car.

Anything Else of Note

Two instances of damage to motor vehicle were reported on Duncan Avenue and Bank Parade.
We would again appeal to all residents to ensure that premises and property are always kept secure, even during the warm weather, as there are always individuals about willing to take advantage of any opportunity.

Anti-Social Behaviour Section / PACT Priority Update

All the PACT priority areas as detailed above have been patrolled on a daily basis. No major issues have emerged recently. Anti-social behaviour calls generally in Otley have been low mainly due to regular patrols. However, a call was received on Saturday evening regarding youths congregating in Garnett’s Field off Riverdale Road. An officer attended and moved on 23 youths.

Last 7 Days Crime

Burglary: there have been three burglaries in Otley this week, Two houses have been attacked where offenders have snapped the Euro profile lock and gained entry. There has also been a garage burglary where offenders have forced a wooden door. Two suspects have been arrested one has been charged and is locked up until court.

Vehicle Crime: There have been three thefts from vehicles in Otley this week, on all three occasions victims have left items of property on display including purses wallets and mobile phones. There has not been any arrests yet.

Anything Else of Note

Two males have been issues with Section 59 Notices, in relation to anti-social driving, If found using vehicles again in a similar manner they are liable to have the vehicles removed.

AIMS

  • Reduce Opportunities for crime and vandalism 
  •  Strengthen community spirit so that everyone plays their part in protecting their property.
  • Report of suspicious incidents as they occur.
  • Improve two-way communication between farmers and the police.
  • To introduce early warning systems in farming and rural areas.
  • Reduce the fear of crime.

What is Farm Watch?

It is a partnership between the farming community and the police to encourage vigilance and communication. Intelligence is a vital tool in crime reduction and members of the public can assist by providing information no matter how trivial it may seem. If a pattern arises as a result of the information received we can then act upon this and address the issue. By communicating with each other we can help to prevent many crimes from happening in the first place, thus making the community a safer and more crime free area.

BENEFITS

  • Being signed up to our Crime Ring system which enables us to communicate local issues to members quickly and efficiently.
  • Where there are recurrent problems we can work together to tackle these by setting up operations and directing resources.
  • Reduction in crime and the fear of crime impacting on the community.
  • Information sharing between the police and Farm Watch members in relation to specific incidents.
  • Vigilant members who in partnership with the police will create a safer environment.

HOW CAN I HELP

  • Report suspicious incidents noting descriptions and vehicle numbers.
  • Tell us about people you allow vermin control and / or shooting rights to.
  • Mark your own property making it identifiable to you.
  • Record unregistered vehicles / plant on the CESAR system.

HOW WILL THE POLICE HELP

  • Send information text messages about criminal activity in your area.
  • Offer FREE target hardening advice.
  • Place FARM WATCH signs in your area. 
  •  Offer warning stickers as a deterrent.
  • Hold a contact point at Otley Farmers Market (Monday) where ideas and concerns can be addressed.
  • Give you direct contact to your local Police Community Support Officer.
  • Target Police activity to any given problem area.

Community Speed Watch

Local officers are using the Speed Indication (SID) Device in an effort to tackle the speeding issue’s that we have in our community. The aim is to re-educate drivers about the dangers of speeding as well as addressing residents concerns about inappropriate speed and to improve the quality of life for local residents.

SID is a portable device that can be deployed by officers to any location within our area. The device works by assessing the oncoming vehicle’s speed indicating with either a happy or unhappy face to whether the driver is driving at the correct speed. The device also shows the actual speed that the vehicle is travelling at. Officers then record any vehicle that is driving over the relevant speed bracket. These drivers are then dealt with appropriately.

Community Speed watch is a great way for North West Outer NPT to work together with communities to target these concerns and it gives residents the opportunity to get actively involved in helping to make the roads safer.

If you would like to join one of your local Officers to undertake a Speed watch Operation, or would like to nominate an area for us to do this, then please get in touch.

SID has been deployed at the following locations during June: 

11/06/10- Farnley Lane- 40 vehicles dealt with appropriately

30/06/10- Pool Road- 5 vehicles dealt with appropriately

Officers will continue to deploy SID at the above location and also on Bradford Road, Newall Carr Road, East Chevin Road and Farnley Lane. These are the main locations that local residents have expressed their concerns regarding speeding in Otley.

Update WC 12/07/10

The Speed Indication Device has been deployed recently on Pool Road where a number of offenders were caught speeding.
A further visit to this location is to be made on Monday 12th July.

Update W/C 19/7/10

SID has been deployed on Pool Road this week to warn drivers of the speed limit along that stretch of road. Traffic officers have also patrolled the Otley Area to combat local speeding issues.


Inspector's Monthly Message

Your monthly message from Inspector Richard Coldwell

Although things generally are looking really good I am increasingly worried about the behaviour of many people in our area. In Otley we have seen an increase in burglaries, if anyone has any idea as to who is responsible then please ring in and let us know. We are really trying our best and this month already we have made 5 arrests, last month we charged one young man with burglaries and he has been remanded in custody pending sentencing. What worries me is that decent honest folk are letting us all down. I know you have heard this before from me but over half of the house burglaries in Otley the thief just climbed or walked through an open window or door. I often worry when people tell me they think the worse thing that could happen to them is being murdered in their beds while they sleep. I know and I hope you know the likelihood of this happening is very, very, very low..............................having said that, maybe it isn't if people go to bed and leave their windows open and their doors unlocked ?

Similarly in the Guiseley area we have seen an increase in cars being broken into. I say being broken into but actually that's not always correct. In the last four weeks there have been twelve offences, but in six of these the car was unlocked and in three cases there was expensive property left on view in the car!!! Again if anyone has any information about who is doing this or who is selling stolen goods then let us know but please, please lock your cars up every time you leave them and never leave property in a vehicle, even in the boot or hidden away. No one in their right mind would leave a hundred pounds in cash on the dash board of their car would they? You would be surprised how many people leave a Sat Nav worth the same or more on show in their vehicle!!!

Community Payback

The Courts in Leeds sentence offenders to 3000 hours

Community Payback every month. Small groups of offenders, supervised by the Probation Service will be working on community initiatives in your area. These initiatives will be chosen by you at PACT meetings. It can be anything from litter picking and graffiti removal to painting an old people’s home.

Policing Pledge

Otley Neighbourhood Policing Team Will:
  1. Always treat you fairly, with dignity and respect, ensuring that you have fair access to our services at a time that is reasonable and suitable for you. 
  2. Provide you with information about your dedicated Neighbourhood Policing Team. 
  3. Ensure we and other police patrols are visible and on your patch at times when they will be most effective and when you tell us you most need them. We will ensure that your team are not taken away from neighbourhood business more than is absolutely necessary. We will spend at least 80% of our time visibly working in your neighbourhood, tackling your priorities. Staff turnover will be minimised. 
  4. Respond to every message directed to us within 24 hours and where necessary, provide a more detailed response as soon as we can. 
  5. Deploy officers to emergencies immediately, getting to you safely and as quickly as possible. We will aim to get to you within 15 minutes. 
  6. Ensure that, if attendance is needed, the most appropriate resource is sent, and:
    • If you are vulnerable or upset aim to be with you within 60 minutes.
    • If you are calling about a neighbourhood priority and attendance is required, we will aim to be with you within 60 minutes.
    • Alternatively, if appropriate, we will make an appointment to see you at a time that fits in with your life and within 48 hours.
    • If agreed that attendance is not necessary we will give you advice, answer your questions and/or put you in touch with someone who can help.
  7. Arrange public meetings to agree your priorities, at least once a month, giving you a chance to meet your local team with other members of your community. 
  8. Provide monthly updates on progress and on local crime and policing issues.
  9. If you have been a victim of crime agree with you how often you would like to be kept informed of progress in your case and for how long. You have the right to be kept informed at least every month if you wish for as long as is reasonable.
  10. Acknowledge any dissatisfaction with the service you have received within 24 hours of reporting it to us. To help us fully resolve the matter, discuss with you how it will be handled, give you an opportunity to talk in person to someone about your concerns and agree with you what will be done about them and how quickly.
