PFI Building Projects

West Yorkshire Police and West Yorkshire Police Authority’s plans for two new Divisional Headquarters and a specialist operational training facility are underway.

In June 2010 the Home Office granted permission for West Yorkshire Police to continue with these PFI projects and others by endorsing the allocation of £216 million of credits to the PFI Programme and Estates Strategy.

The Scheme & Facility Management (FM) Services Required

The Scheme

  • Police operational and training accommodation Private Finance Initiative contract for around 25 to 30 years (including works)
  • The scheme is for the design, build, finance, operation and
    management of new facilities, together with the associated
    services and support functions
  • New Divisional Headquarters building with an associated
    custody facility, for the City & Holbeck (South Leeds) Division
  • New Divisional Headquarters building with an associated
    custody facility, for the Wakefield Division
  • New centralised Specialist Operational Training Facility at our
    existing Carr Gate site, Wakefield

FM Services Required

The following FM services are currently proposed to be included within the contracts:

  • Planned, Cyclical and Reactive Maintenance
    (premises and plant)
  • Life cycling of plant and equipment
  • Provision of furniture
    (Office furniture, storage and display equipment)
  • Grounds maintenance
  • Pest control services
  • Sanitary vending
  • Security services
    (Carr Gate and Operational Support Site)
  • Cleaning services
    (Including custody areas)
  • Energy management

Site Investigation Survey

Interserve, the preferred tenderer, have indicated that they would like to access the Elland Road, Leeds site on Tuesday, 22nd May 2012.

They will be conducting some Site Investigation Surveys over two days and will be drilling boreholes on the car park retaining wall line at the top of the bank in the south west corner.

This means that a small amount of drilling machinery etc will be moved onto the site but this is NOT the start of construction works, this is scheduled to commence sometime in June.

West Yorkshire Police Preferred Bidder joint release

West Yorkshire Police Authority and West Yorkshire Police have appointed a consortium led by Interserve and Equitix as Preferred Bidder to design, build, finance and service two new divisional headquarters (DHQs), custody suites and a specialist operational training facility.

Preferred Bidder status means the Interserve / Equitix consortium has formally signed up to a number of commitments to work together with West Yorkshire Police to reach financial close (the point at which the contract is signed) in May 2012.

The new divisional headquarters and custody facilities will be located at Elland Road in Leeds (within the City and Holbeck Division) and Havertop Lane at Normanton (within the Wakefield Division). These facilities will provide a modern, flexible working environment and importantly, support West Yorkshire Police’s drive to modernise services that are provided to local communities.

The new Specialist Operational training centre will be located next to the Force’s Operational Support Division at Carr Gate in Wakefield and will include state of the art firearms training ranges, public order and driver training facilities.

The Planning application for the Elland Road scheme has been approved subject to the decision notice being issued. The Planning application decisions for the Havertop Lane and the Carr Gate facilities will be known in the next few weeks.

Subject to the successful outcome of the planning applications, construction work will start on each of the sites in June 2012, to be completed in 2014. The consortium will then be responsible for the delivery of facilities management services (including cleaning, maintenance and energy management) once the buildings are completed.

Chair of West Yorkshire Police Authority, Councillor Mark Burns-Williamson, said: “I am delighted to confirm the formal appointment of the Interserve / Equitix consortium as preferred bidder following a detailed and competitive bidding process.  Throughout the development of the proposals the consortium have demonstrated commitment, vision and a proven ability to deliver innovative facilities on time, on budget.”

Vice Chair of West Yorkshire Police Authority, Councillor Les Carter said: “An allocation of PFI Credits will be made by the Home Office to meet the capital cost of over £100million in order to deliver these vital facilities which will enable the force to modernise and improve the services it delivers to the public.  This investment will have a tremendously positive impact on the communities we serve, both through improvements in service delivery, and in the form of employment and training opportunities for local people resulting from the construction process.”

Nigel Brook Assistant Chief Officer (Finance and Business Services) said: “In January the project was subject to a Gateway 3 review undertaken by National Policing Improvement Agency and Local Partnerships.  I am pleased to report that this resulted in a positive outcome, with the project being awarded a rare ‘green’ rating.  This provides reassurance to all of our partners that we are in an excellent position to reach financial close and commence the construction process in the Summer”.
