Code of Corporate Governance

Corporate Governance is the system by which local authorities direct and control their functions and relate to their communities. Every authority should adopt a local code on corporate governance and certify an annual compliance statement in the Annual accounts. Good governance is considered to support effective decision making, while poor governance is often seen, in hindsight, as creating the climate, structures and processes that lead to poor decisions. The Guidance consists of five dimensions:

• Service Delivery Arrangements
• Community Focus
• Structures and Processes
• Risk Management and Internal Control
• Standards of Conduct

The main principles that underpin good governance are:

• Accountability
• Integrity (honesty, selflessness and objectivity)
• Openness and Inclusivity
• Additionally, the concept of leadership overarches these principles.
